Furthermore, difficulties may be experienced in

obtaining men with the qualifications required on the
terms now proposed and they suggest that a margin of
15% should be allowed on the commencing salaries, which
will not be offered unless absolutely necessary.
3. We are in agreement with the Consulting
Engineers proposals and I have to request general
authority to proceed with the engagement of staff on
these lines, it being understood that any departure from
the numbers and salaries, as at present specified, would
be referred to your Department before action was taken.
4. The Consulting Engineers have recommended the
appointment of Mr.G. B. G. Hull, M. Inst.C.E., to the post
of Resident Engineer at a fixed salary of £2,750 per
annum, plus a housing allowance of $250 per month and a
car allowance of $150 per month with a provision for
leave during his service under conditions which will be
embodied in his agreement and which will be in
conformity with the usual conditions of service.
Particulars of his experience are attached. He has been
interviewed by us and is considered to be in every way
suitable for the appointment. Mr. Hull has passed the
medical examination and provisional arrangements have
been made for him to sail for Hong Kong on the
21st October. It is, therefore, necessary that we should
receive the Secretary of State's approval of his
appointment as soon as possible.
5. We await the receipt of the Consulting
Engineers' recommendations in regard to the remaining
posts.
6. Draft forms of agreement for the engagement of
the necessary staff are in course of preparation and it
is hoped shortly to submit them to your Department for
approval.
